The Challenge

Policy implementation was slowed by unclear coordination between government and private sector actors. Meetings were irregular, follow-up actions were not tracked, and critical issues were not prioritized.
The Ministry needed a structured PPD framework to improve communication, accountability, and evidence-based policy reform.


Our Approach

Envest designed and delivered a full PPD solution:

1. Stakeholder Mapping

Identified all relevant associations, private firms, government agencies, and development partners.

2. Evidence-Based Agenda Setting

Collected data on sector bottlenecks, regulatory friction points, and industry priorities.

3. PPD Framework Design

We developed:

  • Meeting structures and frequency
  • Technical working groups
  • Evidence channels for agenda submissions
  • Government-private sector escalation protocols

4. Monitoring & Follow-Up System
